Super High-End System = Low FPS?

FPS drops during match

I'm complete garbage at this game, and still fairly new (played a very little bit in 2011, then dropped it for years untill a couple of weeks back) yet I still don't get why people hate on the Lee. Also my very first Mastery Badge.
